Richard Millsap


Richard Millsap, M.P.A, has been an adjunct member of the Department of Political Science at TCU since 1987 and at the University of Texas at Arlington since 1984.
During summers, he also serves as a supervisory U.S. Park Ranger in Glacier National Park, Montana. He supervises a broad range of park activities, including police, fire, emergency medical services, technical mountain rescue and grizzly bear management. In addition he is a Special Deputy U.S. Marshal and serves as a lobbyist for higher education during the academic year.

Millsap has held a wide range of public sector positions including former Special Assistant to the U.S. Congress, where he focused on public safety issues and previously worked (with Bob Bullock) for the State of Texas as Administrator of Technical Programs. Even earlier, he worked for NASA as a personnel manager, Space Shuttle program analyst and future space programs analyst. He also worked at the Carter White House as a project manager. Millsap participated in national and state-level legislative campaigns, including his own campaign for the Texas House in 1988. His public sector career began with a stint in the U.S. Marine Corps, where he rose to the rank of Captain.
