Donald Jackson

Donald W. Jackson, Herman Brown Professor, is interested in civil rights policy as well as comparative and transnational human rights enforcement.  His book, The United Kingdom Confronts the European Convention on Human Rights, is unusual in the sense that most American scholars have neglected the European Court of Human Rights, which has become extremely important in European law and politics. He has been asked to write the entry on the European Convention and Court of Human Rights for a forthcoming international human rights encyclopedia.  His other books include: (co-edited with Jim Riddlesperger) Presidential Leadership and Civil Rights Policy; Even the Children of Strangers: Equality Under the U.S. Constitution; and (co-edited with C. Neal Tate) Comparative Judicial Review and Public Policy. He recently served as Associate Editor of the Thomson/Gale Encyclopedia, Governments of the World, published in 2006.  He was responsible for international human rights and humanitarian law entries, as well as Caribbean and Latin American countries.

Professor Jackson was an observer at the "United Nations Diplomatic Conference on the Creation of an International Criminal Court" in Rome in July, 1998, attended the Hague Appeal for Peace in May, 1999, at which time the campaign for ratification of the International Criminal Court was launched, and was an invited participant at conferences on "Impunity versus Accountability" under international law held at Utrecht in November 2001, on "Universal Jurisdiction" for prosecution of war crimes and crimes against humanity at Brussels in March 2002, and on the "Legalization of Human Rights" at University College, London in April 2003.  He recently attended the biennial meeting of the International Law Association in Toronto and the World Congress of the International Political Science Association in Fukuoka, Japan (July 2006).  His current research on universal jurisdiction and on the legitimacy of international and transnational human rights enforcement was presented at a conference in Parma, Italy in June 2003, at an interim meeting of the Research Committee on Comparative Judicial Studies in Tempe, Arizona and at the Japan World Congress.  He also presented a paper on "U.S. Strategic Security Policy and the International Rule of Law" at the Academic Council on the United Nations System (ACUNS) in Geneva in July 2004.  His paper was published on the ACUNS web site.

Professor Jackson launched a Model United Nations Program at TCU beginning with the Fall 2003 term.   TCU's Model UN Delegation, now sponsored by Professor Eric Cox, has become a regular part of TCU's Political Science program.


Jackson also directs TCU's London Internship Program (part of TCU's London Centre) and serves as TCU's University Pre-Law Advisor.

Jackson also is the Director of the Center for Civic Literacy.
