Ralph G. Carter, Professor, teaches introductory courses in political science and international politics as well as advanced courses in U.S. foreign policy, Russian foreign policy, and Mideast Conflicts.  Currently an editor of the journal Foreign Policy Analysis, he is also the editor of Contemporary Cases in U.S. Foreign Policy: From Terrorism to Trade (2008, 2002, 2005), co-author of Choosing to lead: Understsanding Congressional Foreign Policy Entrepreneurs (forthcoming from Duke University Press), co-author of Making American Foreign Policy (1996, 1994), author or co-author of over 30 journal articles and book chapters, and editor or co-author of three monographs. His research agenda focuses on the making of U.S. foreign, trade, and defense policy, with a particular emphasis on the roles played by members of Congress.  His ongoing projects include continuing to study congressional foreign policy entrepreneurs with co-author James M. Scott of Oklahoma State University and studying U.S. foreign trade policy making with co-author Lorraine Eden of Texas A&M University. 

In 2006, Professor Carter became the first person from a non-doctoral program to receive the Quincy Wright Distinguished Scholar Award from the Midwest Region of the International Studies Association.  Twice a finalist for the Chancellor’s Award for Distinguished Teaching, he was named one of five ‘Best Professors” at TCU by the Texas Monthly 2004 Guide to Texas Colleges and Universities.  He served on TCU’s Commission on the Future and as a member of its Vision-In-Action strategic planning process.  After serving as a Pre-Law Advisor, Truman Scholarship Faculty Representative, and Director of TCU’s Washington Internship Program, he began a second tour-of-duty as the chair of the Political Science Department in the Fall 2006 term.  His professional service includes past membership on the program committee of the American Political Science Association and a variety of roles within the International Studies Association, including service as president of ISA’s Midwest Region, as president of ISA’s Foreign Policy Analysis Section, and as a member of ISA’s Executive Committee and Governing Council.
